Dr. Mohamed Elkaramany is a distinguished public policy scholar and practitioner whose two decades of experience at the nexus of government, academia, and development make him a valuable asset to the Stresemann Innovation Group’s mission in public sector reform and human capital modernization. Holding a Ph.D. in Public Policy from Oregon State University, a Master of Public Policy from the American University in Cairo, and a Humphrey Fellowship from the University of Washington, Dr. Elkaramany brings a rigorous academic foundation to his work, complemented by a deep understanding of policy design, implementation, and evaluation. His expertise in social protection, political economy, and evidence-based policymaking—demonstrated through peer-reviewed publications in leading journals—aligns seamlessly with the Innovation Group’s focus on transformative governance and institutional advancement.
As the Founding Director of the Growth Lab at the Egyptian Food Bank, Dr. Elkaramany has spearheaded innovative program design, impact research, and cross-sector partnerships, showcasing his ability to bridge theory and practice. His leadership in randomized control trials with global institutions like J-PAL and the International Food Policy Research Institute underscores his commitment to data-driven solutions—an approach critical to modernizing public administration and human capital systems. His advisory roles with GIZ, UNICEF, and the African Peer Review Mechanism further highlight his capacity to navigate complex policy landscapes and drive systemic change.
An Adjunct Assistant Professor at the American University in Cairo, Dr. Elkaramany cultivates the next generation of policy leaders through courses on social policy, financial management, and nonprofit governance—expertise that directly informs strategies for workforce development and institutional capacity-building.
