Tax Policy and Fiscal Reform

Chenai Mukumba

Chenai Mukumba is the Executive Director at Tax Justice Network Africa (TJNA), where she provides strategic leadership in advancing equitable tax policies and combating illicit financial flows across the continent. Based in Nairobi, Kenya, she brings over a decade of expertise in tax justice advocacy, policy design, and capacity-building programs for governments and civil society. With a master’s in International Relations from Wits University and a master’s in Taxation from the University of Oxford, Chenai’s work bridges academic rigor and on-the-ground implementation of progressive fiscal reforms.

At TJNA, Chenai has spearheaded initiatives to strengthen domestic resource mobilization, advocate for pro-poor tax systems, and design training programs for national revenue authorities and ministries of finance. Her leadership has fostered partnerships with regional institutions, including the African Union and UN Economic Commission for Africa, to align tax policies with sustainable development goals.

The Stresemann Innovation Group will leverage Chenai’s deep experience in tax justice to design innovative reforms and deliver targeted training programs that empower governments to combat tax evasion, close loopholes, and enhance fiscal transparency. Her proven ability to translate complex tax concepts into actionable strategies will inform Stresemann’s efforts to build resilient, equitable tax systems globally. Chenai’s collaborative approach—rooted in her work with TJNA’s pan-African network of civil society organizations—will further strengthen Stresemann’s capacity to drive inclusive economic governance and resource mobilization in emerging economies.

Through this collaboration, Stresemann will draw on Chenai’s insights to advance its mission of fostering fair taxation frameworks that prioritize public accountability and equitable development.
