Holding a Doctor of Laws (LLD) in Mercantile Law and a Master of Laws (LLM) in International Trade, Investment, and Business Law (University of the Western Cape, South Africa), Dr. Noreen possesses deep academic and practical insights into the legal complexities of public sector reforms, institutional capacity building, and cross-border investment agreements. Her Bachelor of Laws (LLB) from the University of Nicosia, Cyprus, further solidifies her foundation in comparative legal systems.
