Khalil El Gazri

Khalil el gazri is a French-Moroccan senior statistician whose extensive international expertise in producing, assessing, and disseminating high-quality statistics makes him a valuable asset to the Stresemann Innovation Group. With a strong academic background in statistics and international relations, Khalil has built a distinguished career advising, leading teams, and managing projects that strengthen statistical capacity in development cooperation across Africa. His work, supported by major institutions such as the European Commission, Eurostat, USAID, FAO, the World Bank, GIZ/KfW, AFD, AfDB, and UNDP, underscores his ability to navigate complex, data-driven initiatives in governance, public sector reform, and human capital modernization—key areas where the Stresemann Innovation Group operates.

Khalil’s deep engagement in governance statistics is evident in his active participation in the UNSD expert group on governance statistics, his collaboration with the AU-SHaSA group on governance, peace, and security, and his contributions to UNDP Oslo’s SDG16 survey initiative. Currently, he leads the development of the AU-APRM Governance Index, demonstrating his capacity to design and implement frameworks that translate data into actionable policy insights. His expertise ensures that critical decisions—whether in contract negotiations, sourcing strategic commodities, or institutional reforms—are grounded in complete, accurate, and timely information.

Beyond his advisory roles, Khalil has enriched the academic and research landscape, holding teaching and research positions at institutions such as Ouagadougou’s 2ie engineering institute, the Dakar Regional School of Statistics, Bordeaux University, and INSEAD Business School. His dual MSc degrees—in Applied Mathematics to Social Sciences from Bordeaux University and in Spatial and Environmental Geostatistics from ParisTech School of Mines—equip him with advanced analytical tools to tackle multidimensional challenges in data science and policy formulation.
