Inclusive Business Model Design & Acceleration
The Stresemann Innovation Group partners with governments, public sector entities, and state-owned enterprises to design, promote, and scale inclusive business (IB) models. We recognize that sustainable and equitable economic growth requires moving beyond traditional corporate social responsibility to embed low-income communities, micro-enterprises, and vulnerable groups directly into a core value chain—not just as beneficiaries, but as consumers, producers, suppliers, and entrepreneurs.
Our service bridges the gap between public sector policy goals and private sector viability. We provide the technical expertise and institutional frameworks necessary to create an enabling environment where inclusive businesses can thrive. This involves a dual approach:
1. For Policymakers & Regulators: We help design the legislative and policy architecture—including incentives, procurement rules, and regulatory sandboxes—that encourages private sector investment in inclusive models.
2. For Public Institutions & SOEs: We work directly with public entities and state-owned enterprises to restructure their operations, supply chains, and service delivery models to be inherently inclusive. This means transforming public assets and mandates into platforms that actively integrate smallholder farmers, local cooperatives, informal workers, and underserved communities.
Our Approach:
Our approach is grounded in rigorous institutional analysis and practical, on-the-ground implementation. We follow a four-phase methodology:
a. Diagnostic & Opportunity Mapping: We conduct a deep-dive assessment of the existing policy landscape, market failures, and institutional capacity. We identify specific “inclusion gaps” and map high-potential value chains where integrating low-income communities can drive both development impact and economic efficiency.
b. Co-Design & Policy Architecture: We bring together public officials, private sector anchors, and community representatives to co-create viable business models. For the public sector, this means drafting the necessary legislation, designing innovative public procurement frameworks that favor inclusive suppliers, and structuring de-risking instruments (like guarantees or first-loss capital) to attract private investment.
c. Institutional Strengthening & Piloting: We support public institutions and SOEs in building the internal capacity to manage and monitor these new models. We then facilitate the launch of pilot projects to test the model’s viability, gather data, and refine the approach in a real-world setting.
d. Catalysing Scale & System Change: Based on pilot results, we help develop a roadmap for scaling the model across the sector or region. This includes advising on the long-term policy adjustments, financing mechanisms, and public-private governance structures required to ensure the model becomes self-sustaining and drives systemic change.
